In-person proofing reduces the likelihood of fraudulent credentials being issued because it requires the physical presence of individuals, the presentation of physical identity documents, and actual face-to-face interactions with designated registration authorities.
Practitioner Notes
This enhancement requires in-person validation and verification of identity evidence — the person must physically appear before a trusted agent.
Example 1: Require all employees to complete in-person identity verification at your HR office during their first day, presenting original (not photocopied) government-issued IDs.
Example 2: For high-security positions, require the identity proofing to occur at a HSPD-12 enrollment center or authorized PIV card issuance facility.
